Constanta County is under a Code Orange weather warning for heavy rain , with water quantities that can locally reach 80–90 l/m2 and with wind intensifications of 40–50 km/h. RAJA SA has activated the Emergency Situations Command and has 28 operational teams ready for interventions in the water and sewage networks.
Orange rain code: how long is the RAJA Command active?
The command operates from Monday, November 2, 2026, 10:00 AM , until Wednesday, November 4, 2026, 8:00 PM . During this period, RAJA ensures the permanence and coordination of interventions in the water supply and sewage systems, 24 hours a day.
Of the 28 teams, 12 are for the municipality of Constanța and 16 for the rest of the county . The teams have WOMA type special vehicles, vacutainers, high-power motor pumps and utility vehicles. They intervene depending on the situation on the ground, with priority in vulnerable areas and where large quantities of water accumulate.
Orange rain code: why puddles may appear on the streets
Heavy rainfall can greatly increase the flow of water reaching the sewerage networks. During periods of heavy rain, these flows can temporarily exceed the instantaneous capacity of the systems. This results in water accumulation on the roadway and in low-lying areas.
RAJA states that the sewerage networks are designed according to the technical regulations in force, based on standardized parameters of intensity, duration and frequency of rainfall. During extreme rainfall, water quantities may temporarily exceed the design values. The operator says that temporary accumulations do not indicate improper functioning of the sewerage.
As the rain eases, the remaining surface water is gradually taken up and drained. The rapid withdrawal of water after the decrease in rainfall intensity shows that the network is operating at full capacity. Teams intervene with specialized equipment where additional measures are needed.
What happens if wind causes power outages?
Strong winds can interrupt the power supply to water sources and pumping stations. This can affect the supply of water to consumers. In this case, RAJA teams will take the necessary technical measures and restart the installations as soon as the distribution operator resumes the power supply.
RAJA is constantly monitoring the weather and can supplement the mobilized resources, depending on the needs in the field. Any problem with water or sewage should be reported to the RAJA Dispatch Center – 0241.924, key 3 , available non-stop. More information is on the official RAJA website.
